Do you need a licence to start?
Washington lets you offer bookkeeping, tax services and return preparation without a CPA licence. Audits and reviews need a CPA, and so does the CPA title; with a signed authorization a client can have you represent them in an informal DOR review (RCW 18.04.345(2), (3), (9)(b); WAC 458-20-100(2)(c)). Federal returns need an IRS PTIN.
